COMPLETE were engaged to prepare a master plan for the redevelopment of the Penrith City Council Depot at Copeland St. Two options were produced and workshops were held with Council staff to identify the preferred option. The preferred option was further developed with staging options & associated costings to allow Council to implement a staged redevelopment over the next 10 years.

The key features of the master plan were enhanced site security, improved pedestrian and vehicle circulation, consolidation building accommodation, additional office.

In conjunction with the Copeland St site, COMPLETE were also asked to prepare a masterplan for Council’s potential site at Sainsbury Rd, St Mary’s with a view to optimising functionality of both sites & providing Council with a strategic approach to depot operations.

Hans Meijer, City Works Manager at Penrith and Bill Woodcock, General Manager, Business and Government services at COMPLETE Urban received the IPWEA GA Taylor Award in 2012 for the best paper at the Conference at Terrigal titled “How to solve a council depot dilemma” for this project.
