Scott Williams

Director

Scott is one of our Directors, with both a Bachelor of Engineering (Civil) and Masters of Business Administration. He also holds a NSCA Level 1 & 2 OH&S.

Specialising in operations management, quality assurance, contract administration, project and financial Management, Scott has worked as an Engineering Projects Manager for Willoughby City Council as well as Managing Director for Complete Engineering Solutions in London.

When he’s not working on his great schemes for COMPLETE, Scott enjoys spending time with his family and watching the Cricket.

Bob Matchett

Director

Bob is an owner and Director of Complete Urban Pty Ltd with a Bachelor of Arts in Industrial Design from the University of Technology, Sydney.

Designing and delivering well detailed, complex and effective public domain outcomes is a key focus for Bob. Bob’s passion for Industrial design and for design generally ensures that Complete Urban designs and manages the delivery of well considered and appropriate public assets for Local and State Government.

He is into sport and when he is not working he is probably on a beach.

Ben Balov

Chief Financial Officer

Ben came to Complete Urban already armed with a wealth of local government and public works industry knowledge after 10 years in noted senior executive roles with IPWEA Australasia, most recently as CFO & COO. He’s also worked extensively in a consulting capacity, and was a financial accountant with Blacktown City Council. Ben is a CPA, and holds a Bachelors in Business Accounting from the University of Western Sydney.

Ben enjoys playing cricket, hanging out with friends and travelled. Being a ‘numbers guy’ his favourite destination is Las Vegas.

David Spencer

Architecture Principal

With a career spanning more than 25 years, David brings extensive expertise to various community and public building projects, having served as both an architect and project manager. His specialised skills cover the entire project life cycle, encompassing strategic planning, briefing, design, and construction. David holds the title of Registered Architect in both NSW (8870) and QLD (4344) and is also recognised as a GBCA Greenstar Accredited Professional. In recent years, he has developed a niche as a Library specialist, further enhancing his contribution to the field.

Evan Heugh

Engineering Principal

Evan is a Principal Civil Engineer at COMPLETE. He holds an Advanced Diploma in Civil and Environmental Engineering. Evan skills lie within civil design and project management. He joined Complete in 2008, prior to this he has worked for Queanbeyan Council and a number of local councils in England.

In his spare time Evan enjoys fishing and spending time with his family.

Eliza Maclennan

Landscape Architecture Principal

With 18 years in public open space design and management, Eliza excels in creating inspiring environments. She holds a degree in Landscape Architecture and has further studies in project management, landscape construction, and horticulture. As a member of AILA, Eliza has worked with Mosman, Lane Cove, and Hornsby councils and also ran an art gallery in Crows Nest.

Eliza’s creativity spans art, cooking, and gardening, and she takes pride in being a devoted mother to five almost-adult children.

 

Shelly Fraser

Project Management Principal

Shelly has over 18 years’ experience in engineering design, management and construction of civil, urban and multi-disciplinary projects in South-East Queensland, Northern Territory, NSW and ACT. She has successfully delivered extensive multidisciplinary projects within agreed time and budget constraints, while also undertaking various technical engineering design, construction and project management roles.

Shelly is an effective leader and has a proven success in managing Engineering Design Teams as well as maintaining her Chartered Engineer and Registered Professional Engineer (RPEQ) status.

Mark Bunch

Executive – Organisational Change

Mark Bunch is a highly experienced Principal Engineer and Program Manager. His RPEQ status in Queensland, combined with his construction expertise, enables him to identify risks and deliver cost-effective, constructible solutions. With extensive experience in portfolio management, he brings a wealth of knowledge to project delivery. In his free time, Mark enjoys photography and motorbike riding.

Ben Tucker

Senior Project Manager

With 14 years in Public Infrastructure, Ben brings extensive experience in design, construction, and manufacturing. He holds qualifications in Design, Sustainable Development, and Project Management. His diverse project portfolio includes community buildings, parks, bridges, roads, and renewable energy projects. Ben effectively engages stakeholders and adds value throughout the project lifecycle.

Ben is the office jet-setter and enjoys working on his farm during weekends.

Marcus McInally

Project Management Senior Professional

Marcus brings over 20 years’ experience in landscape architecture, urban design, and project management across Queensland, New South Wales, and Victoria. He has successfully delivered complex, multidisciplinary projects in public realm, civic, tourism, and infrastructure sectors, working in both local government and consultancy environments. Marcus is a Registered Landscape Architect with the Australian Institute of Landscape Architects (AILA), and holds formal qualifications in program and project management.

Jordan Fisher

Project Management Senior Professional

Jordan is a Senior Project Manager with over 10 years of experience across civil infrastructure, telecommunications, and manufacturing sectors, with expertise in delivering complex infrastructure projects for local government and public sector clients. He specialises in contract administration, stakeholder engagement, and project delivery. Jordan has a strong track record of building strategic partnerships with government bodies and successfully delivering major infrastructure projects across diverse sectors. Outside of work, he enjoys a game of golf or cricket, keeping up with the latest tech, and cheering on the South Sydney Rabbitohs.

Sherry Siow

Landscape Architecture Senior Professional

Sherry Siow is our Senior Landscape Architect. She has previous experience in commercial, childcare centre & multi-unit development landscape design, and is currently working with the team in drafting and design for public spaces and parks.

She likes to keep her weekends relaxed and occupies herself by creating some art pieces, and sometimes spending the weekend “forest bathing”. She enjoyed her last trip to Europe & the UK, hasn’t picked a favourite country yet, but Tibet is next on the list!

Brett Robinson

Engineering Senior Professional

Brett Robinson is a Senior Professional Civil Engineer. Brett graduated from the University of Queensland, and worked during his degree as a student for the Brisbane City Council in their Traffic Network operations department working on multiple different small projects related to traffic engineering.

He plays cricket and squash in his spare time, likes to try out new food by cooking it himself (with mixed results). Plus, he plays computer games & is currently playing World of Warcraft classic. He hopes to visit Japan soon to try out all their fantastic food and to check out their infrastructure trends to deal with their high population density.

Jacob Rodda

Engineering Senior Professional

Jacob Rodda is a highly skilled Civil Engineer contributing his expertise to COMPLETE. A proud graduate of Griffith University, Jacob holds a Bachelor of Engineering (Civil) and Bachelor of Business, a testament to his multidisciplinary approach to problem-solving and project management. Jacob’s commitment to excellence, both in his career and personal interests, underscores his well-rounded and dynamic approach to life.

Jacob supports Richmond Tigers but follows all sports including NRL, Cricket & Tennis and likes to play golf on the weekends.

Kamran Granfar

Architecture Senior Professional

Kamran is a senior architectual professional with over 27 years of experience, specialising in architecture, urban planning, local government infrastructure projects and 3D visualization for stakeholder engagement. He holds a Bachelor of Architectural Studies, Master of Architecture and Bachelor of Business Management. Kamran has delivered residential, commercial, and civic projects throughout Australia, New Zealand and China. His expertise includes 3D architectural design, strategic planning, and digital twin technology to support urban development. In his free time, he enjoys exploring new technologies and creative approaches to design.

Brien Kwong

Architecture Senior Professional

With nearly 37 years of experience in the architectural profession across sectors including high-end residential, apartment housing, hospitality, commercial, and industrial, Brien brings a wealth of knowledge to our firm. He is a registered architect in NSW and a registered Design Practitioner for Class 2 and 3 buildings. Outside of work, Brien enjoys golf, touch football, and spending quality time with his family, including their dog, Sumo.

Jai O'Sullivan

Architecture Senior Professional

Jai is an Architect with 10+ years of experience in architectural concept and detailed design, detailed construction documentation, urban design, masterplanning and environmental sustainability.

He has led and largely been involved in the delivery of masterplanning, design and construction documentation in both Local Government and private sectors with project experience on varying scale projects ranging from Community Centres, Libraries, Aquatic Centres, Waste Transfer Stations, Educational, Residential, Towers and Mixed-use developments.

Christie Nguyen

Architecture Professional

What doesn’t Creative Christie do? From office DJ to baker, the recently graduated (Bachelors) Architecture student supports the Urban Design Team, striving for any task required to get the job done. Since joining Complete in 2013, she endeavours to continue developing and/or master a versatile and broad range of skills.

Social and energetic, there is never a dull moment especially at the networking events. Christie will always try to make sure everybody has a reason to be and remain positive.

Erin Oxnam

Project Management Professional & IMS Coordinator

Erin Oxnam excels as a devoted and proficient Project Coordinator and Integrated Management Systems Coordinator at Complete Urban, leveraging her precise organisational skills to propel projects to success. Her collaborative approach fosters effective communication among multidisciplinary teams, ensuring that everyone is aligned with project objectives and milestones.

In her spare time, Erin enjoys a wide range of artistic & creative hobbies including photography, taking care of her many house plants, attending concerts, as well as socialising with friends & family (as much as an introvert can handle!).

Jose Arwin

Project Management Professional

Jose graduated from UNSW with a Bachelors of Landscape Architecture and has worked in high-end residential and commercial projects across NSW. He has a keen interest in branching out into the larger scale works and the public/community works which COMPLETE undertakes.

Outside of work, Jose  loves trying new food and travelling, and in his downtime enjoys photography, general fitness/hiking, games/boardgames, badminton and basketball.

Harry Dunn

Landscape Architect Professional

With three years of experience, Harry has worked on diverse projects across transport, residential, education, and industrial sectors. Specializing in public domain spaces, he now collaborates with councils across Greater Sydney and NSW to create sustainable and visually impactful environments. A team-oriented problem solver, Harry focuses on designing detailed elements that enhance both the beauty and functionality of public spaces. Committed to sustainability, he aims to deliver designs that benefit both communities and the environment. Outside of work, Harry enjoys camping along the coast, surfing, visiting art galleries, playing card games, and staying active through sports.

Tugba Varol

Architectural Graduate

Tugba is an architectural designer with 4 years of experience specialising in residential design. She is deeply passionate about creating spaces that are unique, efficient, sustainable, and functional, ensuring each project improves both form and function. With a strong foundation in residential design, Tugba is now excited to specialise in public domain spaces, aiming to design vibrant, accessible environments for NSW communities.

Outside of work, Tugba enjoys staying active through Pilates, bootcamp, and coastal walks. She also values spending quality time with family and friends.

Angie Ardila

Graduate Architect

Angie is a Graduate Architect with experience in residential and retail design here in Australia, and over five years in Colombia working on urbanism, landscape design, and social housing projects. She’s passionate about creating spaces with real community impact and brings plenty of energy both in the studio and outside — where she loves dancing and action sports.

Shilpa Aukhez

Project Management Graduate

With a background in landscape architecture, Shilpa brings experience in both design and delivery—always with a strong focus on inclusive, community-driven outcomes. Shilpa is particularly passionate about community consultation and is committed to ensuring that voices especially those of Indigenous communities are meaningfully represented in project outcomes. She sees project management as a powerful tool to support respectful engagement, equitable design, and culturally sensitive delivery. Outside of work, she enjoys Pilates, bouldering, and getting out in nature.

James Lollback

Landscape Architectural Graduate

James is a graduate landscape architect who recently completed his honours degree. Passionate about creating dynamic and inclusive spaces, James is dedicated to designing environments where communities can thrive and connect. Outside of his professional pursuits, he enjoys the thrill of rock climbing, the artistry of film photography, and the joy of cooking and sharing meals with family and friends.

Anton Tomei

Engineering, Graduate

Anton is a Graduate Civil Engineer at COMPLETE who is completing his final semester of architecture and civil engineering at QUT.

With a passion in human-centred design, Anton intends to create sustainable and walkable environments with efficient public transport connections to combat the existential threat of climate change.

When he isn’t in the office or uni, Anton enjoys catching up with mates, cooking, watching movies and travelling around the globe. He hopes to live long enough to see the Gold Coast Suns win the premiership.

Jason Monaghan

Landscape Architecture Senior Professional

Jason Monaghan has a diverse background spanning several sectors, including public infrastructure and parks, educational facilities, commercial developments, health, and institutional projects. Jason’s passion for ecology and horticulture informs his innovative approach, ensuring sustainable and impactful landscape solutions.

Outside of his professional pursuits, he has a keen interest in travel and design, frequently visiting exemplar projects worldwide to stay inspired and informed.

Jacob McGuckin

Cadet Civil Engineer

Jacob McGuckin is a Cadet Civil Engineer at COMPLETE. He is currently an undergraduate of Civil Engineering at Griffith University, with a strong interest in infrastructure design and development. With a focus on problem solving and a commitment to continuous learning, he is determined to develop the skills and knowledge needed to make a meaningful impact in the field. Outside of his studies and work, Jacob enjoys spending time at the beach, with friends and family, and playing a wide variety of sports.

Larissa Fibinger

Business Development Research

With over 13 years of professional experience in the research and local government sector, Larissa support the team with strategic market insights, Client Management and BD targeted business intelligence data.

When Larissa is not in front of her computer, she enjoys exploring the local beaches of the NSW Mid North Coast, with her husband and two little boys. She loves surfing and has a passion for photography and cooking.

Sarah Bernardot

Corporate Services and Communications

Sarah Bernardot is responsible for Corporate Services and Communications at COMPLETE Urban. She holds a Master’s Degree in Business and Management from the University of Wollongong, along with a double diploma from a business school in France. Since joining COMPLETE Urban in March 2016, Sarah has been deeply involved with the Project Management, Urban Design, and Civil Engineering teams. In her role, she plays a key part in coordinating and supporting the daily operations of these business units.  She also manages the company’s external communications, including events and social media.

Sophia Galletta

Graphic Designer

Just graduated as a Graphic Designer, Sophia has a passion for transforming ideas into bold, impactful designs. As a creative thinker, she thrives on pushing boundaries and bringing fresh perspectives to each project.

Beyond the screen, Sophia finds inspiration through travelling and outdoor adventures including hiking, camping and snowboarding.
