Scott is one of our Directors, with both a Bachelor of Engineering (Civil) and Masters of Business Administration. He also holds a NSCA Level 1 & 2 OH&S.
Specialising in operations management, quality assurance, contract administration, project and financial Management, Scott has worked as an Engineering Projects Manager for Willoughby City Council as well as Managing Director for Complete Engineering Solutions in London.
When he’s not working on his great schemes for COMPLETE, Scott enjoys spending time with his family and watching the Cricket.
Bob is an owner and Director of Complete Urban Pty Ltd with a Bachelor of Arts in Industrial Design from the University of Technology, Sydney.
Designing and delivering well detailed, complex and effective public domain outcomes is a key focus for Bob. Bob’s passion for Industrial design and for design generally ensures that Complete Urban designs and manages the delivery of well considered and appropriate public assets for Local and State Government.
He is into sport and when he is not working he is probably on a beach.
Chief Financial Officer
Ben came to Complete Urban already armed with a wealth of local government and public works industry knowledge after 10 years in noted senior executive roles with IPWEA Australasia, most recently as CFO & COO. He’s also worked extensively in a consulting capacity, and was a financial accountant with Blacktown City Council. Ben is a CPA, and holds a Bachelors in Business Accounting from the University of Western Sydney. Ben enjoys playing cricket, hanging out with friends and travelled. Being a ‘numbers guy’ his favourite destination is Las Vegas.
General Manager, Government and Business Services
With over 40 years of experience in Local Government, Engineering, and Management, Bill Woodcock is a seasoned professional with a degree in Civil Engineering, a Grad Diploma in Local Government Management, and accreditation as a Mediator.
His expertise includes senior management roles in Local Government, where he spearheads research projects, manages systems, oversees contract and spec preparation, and assists in Council restructures. Bill is actively engaged with clients, mentors Engineers on diverse projects, and serves on the Board of IPWEA.
Beyond work, he enjoys travel, paddleboarding, swimming, and spending quality time with his family.
Regional Manager NSW & Engineering Principal
Nathan manages the Engineering Team and is an experienced Traffic Engineer with over 20 years’ experience in New Zealand, England and Australia. Nathan has been with the Group since 2006, initially commencing in London and for the last 10 years based in Sydney. He specialises in traffic, road safety and cycleway design, and has been involved in the delivery of numerous Public Domain projects across Sydney. Nathan is an accredited Level 3 Lead Road Safety Auditor. Outside of work, Nathan enjoys spending time with his family and trail running. More recently he can be seen hobbling around the office on a Monday morning having recommenced his soccer career in his 40s for the mighty Normo Eagles over 35s.
Cadet Civil Engineer
Mariah Owen is Complete Urban’s Cadet Civil Engineer currently undertaking her Bachelor of Civil Engineering degree. Previously, she worked at Central Coast Council as a Trainee Engineer in Technical Services.
In her free time, she enjoys catching up with friends and family, swimming and planning her next adventure.
Senior Design Engineer
Mark O’Callaghan joined the team in mid-2023 as Senior Design Engineer based in Sydney. Mark’s an experienced designer with over two decades of experience designing public spaces, a thespian with the Manly Theatre Group & a dedicated family man.
Graduate Civil Engineer & Project Manager
Daniel Lin is a Graduate Civil Engineer and Project Manager BEng (Civil)(Hons) with experience in transport, construction, environment, material science & the USYD Global Citizenship Award. He has lead diverse consulting teams across various civil projects for both public and private sectors to excellence in Australia and Singapore.
With a broad interdisciplinary experience, he often brings new innovations to projects. His name of the game is efficiency, has an interested in technology and enjoys reading novel design & tech ideas, occasionally seeking exotic food to try out.
Principal Urban Design
With 18 years of expertise in public open space design and management, Eliza is dedicated to crafting inspiring environments that evoke creativity and delight. Armed with a degree in Landscape Architecture and additional studies in project and business management, landscape construction, horticulture, and training, she is a proud member of AILA (Australian Institute of Landscape Architects). Eliza’s professional journey spans both the private sector and esteemed roles with Mosman, Lane Cove, and Hornsby councils. Beyond her work, she founded and operated an art gallery in Crows Nest, showcasing her diverse skills in Development Assessment and Playground design.
A true creator at heart, Eliza extends her passion to various forms—be it art, cooking, or gardening. With five almost-adult children, she takes pride in her role as a devoted and proud mother.
Graduate Landscape Architect
Sherry Siow has joined the Complete Sydney team as a Graduate Landscape Architect. She has previous experience in commercial, childcare centre & multi-unit development landscape design, and is currently working with the team in drafting and design for public spaces and parks.
She likes to keep her weekends relaxed and occupies herself by creating some art pieces, and sometimes spending the weekend “forest bathing”. She enjoyed her last trip to Europe & the UK, hasn’t picked a favourite country yet, but Tibet is next on the list!
Eddie is a NSW Registered Architect who is passionate about driving social impact through architecture & urban design to create a city that benefits everyone. He’s especially interested in practices that specialise in social & community projects, affordable housing, & urban design, with opportunities to directly engage with communities & end users. He has designed & managed complex building projects of small, medium & large scales, across residential, multi-residential, commercial office fitouts & mixed used precincts. He has a strong ability to interpret & creatively design under NSW planning legislation, NCC & accessibility regulations into practical & innovative designs.
What doesn’t Creative Christie do? From office DJ to baker, the recently graduated (Bachelors) Architecture student supports the Urban Design Team, striving for any task required to get the job done. Since joining Complete in 2013, she endeavours to continue developing and/or master a versatile and broad range of skills. Social and energetic, there is never a dull moment especially at the networking events. Christie will always try to make sure everybody has a reason to be and remain positive.
Giuseppe has a Bachelor of Electrical Engineer from the University of Technology Sydney, with over 20 years’ experience across the building services sector. His most recent role with Lendlease has provided Giuseppe with a broad range of technical and commercial capabilities across mixed use urban regeneration developments, commercial, health, retail and residential. His skills extend to infrastructure planning, value engineering and risk management as well as budget estimating and quality control. He likes most sports, enjoys coastal walks with family and friends and most recently has taken up golf, where his overall enthusiasm far outstrips his skill level!
Sarah Bernardot is the Administrative Manager for COMPLETE. She completed her Master Degree in Business and Management studies at the University of Wollongong with a double diploma in her Business School in France.
Since becoming a part of COMPLETE in March 2016, she has been intricately involved with our Project Management, Urban Design, and Civil Engineering teams. In this role, she plays a vital role in coordinating and assisting with the day-to-day tasks of these business units.

Senior Civil Engineer & Project Manager
Evan is the Gold Coast Civil Engineering and NBN manager, he holds an Advanced Diploma in Civil and Environmental Engineering.
Evan skills lie within civil design and project management. He joined Complete in 2008, prior to this he has worked for Queanbeyan Council and a number of local councils in England.
In his spare time Evan enjoys fishing and spending time with his family.
Jai is a Graduate Architect with 10+ years of experience in architectural concept and detailed design, detailed construction documentation, urban design, masterplanning and environmental sustainability.
He has led and largely been involved in the delivery of masterplanning, design and construction documentation in both Local Government and private sectors with project experience on varying scale projects ranging from Community Centres, Libraries, Aquatic Centres, Waste Transfer Stations, Educational, Residential, Towers and Mixed-use developments.
Project & IMS Coordinator
Erin Oxnam excels as a devoted and proficient Project Coordinator and Integrated Management Systems Coordinator at Complete Urban, leveraging her precise organisational skills to propel projects to success. Her collaborative approach fosters effective communication among multidisciplinary teams, ensuring that everyone is aligned with project objectives and milestones.
In her spare time, Erin enjoys a wide range of artistic & creative hobbies including photography, taking care of her many house plants, attending concerts, as well as socialising with friends & family (as much as an introvert can handle!).
Brett Robinson is a Civil Engineer working in the Gold Coast office. Brett graduated from the University of Queensland, and worked during his degree as a student for the Brisbane City Council in their Traffic Network operations department working on multiple different small projects related to traffic engineering.
He plays cricket and squash in his spare time, likes to try out new food by cooking it himself (with mixed results). Plus, he plays computer games & is currently playing World of Warcraft classic. He hopes to visit Japan soon to try out all their fantastic food and to check out their infrastructure trends to deal with their high population density.
Civil Engineer / Design Technician
Jacob Rodda is a highly skilled Civil Engineer contributing his expertise to COMPLETE. A proud graduate of Griffith University, Jacob holds a Bachelor of Engineering (Civil) and Bachelor of Business, a testament to his multidisciplinary approach to problem-solving and project management.
Jacob supports Richmond Tigers but follows all sports including NRL, Cricket & Tennis and likes to play golf on the weekends.
Jacob’s commitment to excellence, both in his career and personal interests, underscores his well-rounded and dynamic approach to life.
Daniel has extensive years of construction, public infrastructure and manufacturing experience, a Bachelor Degree in Construction Management & Quantity Surveying, and Estimating and Project Management experience servicing the commercial, residential, civil, education and oil and gas sectors. Daniel is a passionate NRL fan & supporter of the Manly Sea Eagles, enjoys travelling, socialising with friends and family, and is hoping to visit Kyrgyzstan when we’re allowed to travel again – a small country in Central Asia, and his wife’s home country.
Kanica has 15 years of Administration and Graphic Design experience and joins COMPLETE Gold Coast as a Corporate Support. After years in the private and public sector, she currently works with our Urban Design team supporting various office documentation, marketing, and design. In her spare time, she enjoys the outdoors with her family, catching up with friends and traveling to new places.
Mirian is an Architectural Graduate with COMPLETE. She has over 10 years’ experience in commercial and residential projects including Architectural design, interior design and landscape projects. Her design and creative problem-solving skills meet client’s aspirations and provides concept design drawings through to detailed working drawings with accuracy and clarity. Mirian enjoys spending time traveling and visiting inspiring architectural places.
